Signal is developed by Signal Messenger LLC, a software organization founded by Moxie Marlinspike and Brian Acton in 2018 to take over the role of the Open Whisper Systems project that Marlinspike founded in 2013. A non-profit entity called the Signal Foundation was also created in 2018 with an initial funding of $50 million from Acton, "to support, accelerate, and broaden Signal’s mission of making private communication accessible and ubiquitous." Before the Signal Foundation was founded, Signal's development was funded by a combination of donations and grants. Between 2013 and 2016, the project received grants from the Knight Foundation, the Shuttleworth Foundation, and the Open Technology Fund. The Freedom of the Press Foundation had previously acted as Signal's fiscal sponsor and agreed to continue accepting donations on their behalf while the Signal Foundation's non-profit status was pending. The Signal Foundation is officially tax-exempt as of February 2019. All of the organization's products are published as free and open-source software.
